Saudi Arabia Anti-Harassment Law — Penalties and How to Report

The Anti-Harassment Law defines and prohibits harassment across all its forms. Penalties apply equally to Saudi nationals and foreign residents.

What Counts as Harassment?

  • Verbal comments, catcalling, or sexually suggestive language
  • Unwanted physical contact
  • Electronic messages, images, or videos sent without consent
  • Persistent following or monitoring

Penalties

First-time offenders face up to two years imprisonment and SAR 100,000 in fines. Repeat offenders face up to five years and SAR 300,000. Enhanced penalties apply for harassment of minors, in workplaces, or by those in positions of authority.

For Foreign Residents

Expats face the same criminal penalties as Saudi nationals, plus potential deportation after serving their sentence.
